UEAPME Construction Forum: experts updated on key policy dossiers
The UEAPME Construction Forum met in Brussels this week. Key topics of discussion included the CPR – especially the availability of the declaration of performance on website – , SMEs access to finance in view of the SME Finance Forum in Dublin (2nd May), posting of workers, competitiveness and much more. Mr. Moreno Acedo (DG Energy) presented the upcoming preparatory study of the EC on Ecodesign for window products, which will investigate the potential for environmental improvements for windows in the context of the Ecodesign Directive implementation. The Forum underlined that Ecodesign requirements should avoid any extra administrative burden for small and medium-sized manufacturers. Later, the exchange of view on public procurement drew the attention to the concerns of SMEs associations for the latest developments of the directive. The meeting ended with a presentation from Anthony Quinn, Director of ASTM International and the invitation to the SME & Standardisation Conference of 28th May organised by CEN-CENELEC. The next Construction Forum will meet on 24th October 2013.

EBC takes part in the Thematic Group 2 "Skills and Qualifications"
On 18th April EBC participated in the first meeting of the Thematic Group 2 “Skills and Qualifications”, established in the framework of the Construction Sector Action Plan. The scope of the meeting is to map the construction sector needs for skills and qualifications and subsequently to propose measures in order to overcome barriers and skills gap as well as to adapt VET to the sector future needs. EBC believes that skills and qualifications should be further developed as part of the solution of the crisis. For this reason, EBC supports the idea of a EU Sector Skills Council for Construction. EBC is partner of the network EuroApprenticeship for mobility of apprentices and it also coordinated a project on the attractiveness of the construction sector for young people and active ageing: Under Construction 3.

EBC demands for the trilogue on public procurement
EBC has adopted its position paper in view of the upcoming trilogue negotiations on the public procurement directive. The main demands of European construction craft and SMEs are the division of the contract into lots, the direct payment to subcontractors, a clear definition of abnormally low tenders, a restricted possibility of public-public cooperation, a proper framework for negotiated procedures and a stop to further cuts in time limits.

EBC takes part in the kick-off meeting of the European High-level Strategic Forum for Construction
EBC President, Mr. Calvo Delgado and EBC Secretary General, Mr. Viaggi, participated today in the kick-off meeting of the European High-level Strategic Forum for Construction. The objective of the Forum is to implement and monitor the Construction Action Plan, released in July 2012. The main points raised by EBC during the meeting provided an answer to what SMEs need to stimulate investments, to develop human capital and to improve resource efficiency in the construction sector. Five thematic groups will be created on the basis of the five priority areas identified. These groups will meet from March to May 2013 for the first time.

Ensuring SMEs access to public procurement
A business breakfast on public procurement, organised by the Secretariat of EBC, took place this morning in the European Parliament. Roughly 40 persons from several Brussels-based associations and Institutions attended. In the breakfast, hosted by the rapporteur of the public procurement directive Mr. Tarabella MEP, the guests speakers were Ambassador Thomas Hanney, Deputy Permanent Representative of Ireland to the EU, Klaus Wiedner, from the DG Internal Market of the European Commission and Riccardo Viaggi, who expressed the views of construction SMEs on the most critical aspects of the proposal.

EBC replies to the consultation on reduced VAT rates
EBC replied to the public consultation on the review of existing legislation on VAT reduced rates published in October 2012 by the EC. EBC stressed that this measure, permanently approved in 2009 after several years of negotiation and temporary extensions, has proven to work. Therefore, as far as the construction sector is concerned, it is demonstrated that a reduced rate of VAT neither hinders the Internal Market nor is contrary to other European policies. For this reason it dos not need to be reviewed and modified.

Open letter on the compromise amendments on PPD
On the 12th December 2012 EBC sent an open letter to the members of the IMCO Committee of the European Parliament on the compromise amendments to the Directive on Public procurement, which will be voted on 18th December within the IMCO Committee. The letter expresses the apprehension of construction SMEs and crafts for the latest developments of this proposal, in particular articles 44 and 56.

International Conference on energy performance of buildings
On 19th November an International Conference on energy performance of buildings took place in Prague. At the invitation of the EBC Czech member association, SDMSZS, Riccardo Viaggi, EBC Secretary General, took part in the conference speaking about how to support European small builders to fulfil the requirements of the Energy Performance of Buildings Directive (EPBD), also through the implementation of a workers professional card. Presenting the current situation of other countries as far as such a compulsory card is concerned, he added that no EU-wide project on this is undergoing, but that EBC in the past had proposed this in the framework of fighting illegal economy and policing posting of workers in construction. In addition, he presented an update on the latest developments of legislation, projects and initiatives concerning energy efficiency in buildings.

European late payment information campaign
The European Commission is organising a European late payment information campaign in the 27 Member States and Croatia from October 2012 to December 2013. The aim of this campaign is to increase awareness amongst European stakeholders, in particular SMEs, and within public authorities on the new rights conferred by Directive 2011/7/EU on combating late payments in commercial transactions. The Member States have to transpose the Directive into national legislation by March 2013. The next event will be held in Berlin, Germany on 20th November. Among the key speakers, Mrs. Barbara Weiler (S&D/DE), rapporteur in the IMCO Committee.

EBC speaks at the 1st EU SME Assembly in Cyprus on public procurement
Speaking at the 1st European SMEs Assembly on 15th November in Cyprus, Riccardo Viaggi, EBC Secretary General, gave insights and concrete examples how to unlock SMEs’ potential in public procurement markets. The main goal of the seminar on public procurement was to facilitate the direct participation of small and medium enterprises in Public Procurement procedures as much as possible, since SMEs access to public procurement is still insufficient.
Mr. Viaggi pointed out that SMEs need fair competition, equal treatment, simpler administration and timely payment.

EuroApprenticeship seminar during EuroSkills 2012
On the 4th October 2012 within the framework of Euroskills 2012 – the biggest European competition of skills – EBC hosted the EuroApprenticeship seminar on mobility of apprentices. One of the main ideas debated during the round table was the necessity to develop and promote mobility of young workers through a sectorial approach, involving representatives of SMEs at local and national level to encourage entrepreneurs in undertaking mobility programme by presenting them all the advantages of this concept. In his opening speech, EBC President Mr Calvo Delgado, underlined the importance of young workers’ mobility for the future of European SME in the construction sector.

Construction action plan – Europolitics interviews EBC Secretary General, Riccardo Viaggi
In his interview to Europolitics, Mr. Viaggi presented EBC’s opinion about the Construction action plan, released by the European Commission on 31st July.
Stressing that the construction sector is part of the solution to the crisis, Mr. Viaggi warmly welcomed this initiative and its articulation under 5 priorities and called on the Commission to improve the possibilities of SMEs and crafts working together.

Adoption of the Energy Efficiency Directive
The Crafts and SMEs of the construction sector welcome the adoption of the energy efficiency directive today in the Parliament's plenary. There is a huge potential to reduce energy consumption in the buildings sector alone while requiring new qualified and local jobs.
Nevertheless construction crafts and SMEs demand very big attention to article 6.5. This article leaves the relationship between energy distributors and local energy service providers unclear. This is fundamental for construction SMEs in the renovation of buildings.
Thus EBC calls now on Member States to be very careful when transposing the Energy Efficiency Directive into their national legislation!

Construction action plan EBC pledges full cooperation with concrete measures in favour of SMEs
On 31th July the European Commission released the Communication on the construction sector action plan. EBC welcomes this strategy focusing on the construction enterprises and assures its support to the Commission’s effort to create a high-level strategic forum.

On 28th and 29th June EBC celebrated its 23rd Annual Congress in Bordeaux, France. At this event delegates from EBC’s 21 national member and partner organisations met to discuss ways and examples of how construction SMEs can work together to remain independent and competitive.
Amongst several high level speakers, the mayor of Bordeaux and former prime minister, Mr. Alain Juppé made an intervention at the EBC Congress, talking about the economic importance of the constructions sector and the need to work at EU level for sustainable energy consumption.

The EU Growth Pact: Refurbish 10 million homes - re-invigorate Europe's economy!
On 28-29 June 2012 the Heads of States and Government decided on measures to boost growth and jobs through an "EU Growth Agenda".
In preparation for this meeting EBC, together with Cecodhas, Eurima, Energy Cities and EuroACE, commented on the future EU Growth Agenda in a joint Press Release.

Construction Products Regulation EBC spoke at European conference in Brussels
EBC Secretary General Riccardo Viaggi spoke at today’s Construction Products Regulation Conference, hosted by the European Commission. During the simplification panel, he conveyed the point of view of micro-enterprises manufacturing construction products by pointing out the concerns in applying the positive simplification measures included in the new Regulation for construction products.
Indeed, articles 37 and 38 of the Regulation remain unclear and raise questions about their implementation. EBC is committed to provide answers to these questions and asks interested stakeholders and public authorities to take part in this work when implementing the regulation.

EU-OSHA campaign ‘Working together for risk prevention’ EBC is official campaign partner
The Bilbao-based European Agency for Safety and Health at Work (EU-OSHA) presented its partners for the 2012-2013 Healthy Workplaces campaign (‘Working together for risk prevention’). EBC is among the 57 partner organisations and companies at national, international and EU level which have decided to join the campaign from its inception.
EBC has been a partner of several previous Healthy Workplaces Campaigns and also dedicated a Social Dialogue project (Under Construction II) to Health & Safety in construction. As this new campaign is kicked off, EBC looks forward to improving the cooperation between employers and employees for a better risk assessment, most of all in construction SMEs, which employ 88% of the working population in Europe.

Energy Efficiency Directive EBC satisfied about trilogue agreement
EBC is relieved that yesterday's trilogue’s agreement found on the Energy Efficiency Directive includes a strategy for the renovation of the national stock of residential and commercial buildings both public and private.

Public Procurement Directive EBC publishes position paper
EBC adopted and published a POSITION PAPER on the proposal for the public procurement directive (rapporteur: Marc Tarabella). EBC insists on these key measures:

Under Construction 3 EBC concludes Social Dialogue project in Madrid
EBC concluded its latest project on Sectoral Social Dialogue with a closing conference on 7th and 8th June in Madrid.
In the framework of the European Year 2012 for Active Ageing and Intergenerational Solidarity “Under Construction 3 – Supporting Active Ageing & Attracting Young Workers in Construction SMEs” is now the third project on European Sectoral Social Dialogue which is organised by the European Builders Confederation EBC and supported by the European Commission’s DG Employment.

Vote on Tachograph legislation EBC welcomes positive outcome
On 31st May the Transport Committee TRAN of the European Parliament voted on the proposal for an amending regulation on tachographs in road transport [2011/0196(COD)]. Construction SMEs have been very concerned about the proposal since the obligation to install a digital tachometer brings a lot of burden for construction SMEs whose main business is construction and NOT transport. However the committee voted in favour of extending the exemption radius for the use of digital tachometer from 50km to 150km. This is a very promising outcome and EBC will continue its efforts to ensure that this amendment will remain in the final legislative text. ► More information on the amending tachograph legislation ► EBC’s open letter to the Transport Committee (In view of the vote EBC sent an open letter to the committee members informing them about the possible burdens of this legislation)

Musculoskeletal disorders Directive Open letter to Vice President Tajani and Commissioner Andor
On 26th March EBC and 8 European employers organizations, signed a joint letter regarding the impact assessment on the work-related musculoskeletal disorders legislative initiative, discussed on 28th March at the European Commission’s Impact Assessment Board. The open letter was sent to Vice President Tajani and Commissioner Andor to express profound concerns about this legislative initiative, which we consider unnecessary and is feared to cause costly and disproportionate burdens on SMEs.

In the framework of its General Assembly, held in Brussels on Friday 2nd March 2012, the European Builders Confederation EBC approved and welcomed the official membership of two new national associations, namely LBA and FMB representing construction SMEs in Latvia and Switzerland.
